Who decides, and what holders get.
Allocation is decided by the holders with the most at stake, under rules published in full on this page. Twenty percent of every token we launch returns to the people who capitalised the fund.
The Board
Twenty-five seats. Held by balance.
The board is not appointed and it cannot be lobbied. At the first block of every month a snapshot ranks every wallet holding $QRM. The top twenty-five take the seats, and they hold them until the next snapshot says otherwise.

Connecting reads your $QRM balance. It never moves funds and never asks for a signature that spends.
What a seat does
- Votes yes or no on every funding proposal, with a written reason attached to the vote.
- Sets the cheque size within the range the treasury allows.
- Releases the second tranche once the founder shows the ninety-day milestone.
- Approves the launch terms for each portfolio token before it goes live.
What a seat does not do
- Touch the treasury directly. Every outflow follows a board vote and is a transaction anyone can read on-chain.
- Take fees, carry, or a share of the airdrop larger than its own holdings imply.
- Trade on a proposal before it is public. Submissions are published the moment they are accepted.
- Change the twenty percent launch cut or the airdrop rule on its own. Changing either is announced here before it takes effect.
Losing a seat
- Sell down out of the top twenty-five and the seat passes to the next wallet at the following snapshot.
- Miss three consecutive votes and the seat is suspended for one cycle.
- Seats are attached to a wallet, not a person, and cannot be lent or delegated.
- A wallet's voting weight is capped at 5% no matter how large it grows.
The holder return
Twenty percent of every launch, split by conviction.
The treasury never sells its allocation into the founder's market. It distributes it, and the largest holders take the larger share.

How your share is calculated
Two tiers, one step between them. Within a tier every wallet is paid in proportion to its balance, so nothing is flat and nothing is arbitrary. The only jump is at rank ten.
Ranking is taken at the same monthly snapshot that seats the board, so the wallets that are paid are the wallets that carried the risk that month. Buying in after a launch does not earn you the distribution from it.
Worked example: on a distribution worth 100 ETH, the top ten share 75 ETH and ranks eleven to twenty-five share 25 ETH. A wallet holding a fifth of the top tier's combined balance receives 15 ETH.

Every number below is a rule the firm publishes and commits to. They are not yet enforced by a contract on Robinhood Chain: the treasury is operated by Quorum, and distributions are executed by us against the published schedule. Any change is announced here before it takes effect, and every treasury movement is a transaction you can verify yourself.
